Manager, Property Services, Materials Management, & Laundry Position
(12 Month Contract)

Summary of Duties
Reporting to the Director, Support Services manages the operations of the Property Services, Physical Plant Operations, Security, Materials Management and Laundry. The Manager is responsible for cost effective management of the departments within the model of resident, tenant and client centered care.
Management of theses departments includes contract and commercial services administration for Perley Health's residents, tenants, visitors and employees. As technical expert, leads and directs Departmental staff to ensure that the Departments goals and objectives are met and service deliver excels. The Manager oversees several organization-wide services.
Duties and Responsibilities:
Property Services
- In adherence with the Long-Term Care Homes Act, Accreditation Canada, applicable legislation and professional standards, the Manager, Support Services manages the following programs; Property Services, Physical Plant Operations and Security. Supervises the day-to-day delivery of services and promotes effective communication and team work.
- Communicates directly with residents/tenants' family members and/or friends, visitors and external clients to ensure the seamless delivery of services.
- Monitors, maintains and improves quality standards through audits, surveys, checks and inspections, including meeting with clients to assist in enhancing operational requirements.
- Manages the day to day delivery of services and promotes effective communication amongst team members.
- Manages health and safety practices in all work areas.
- Leads union/management activities for direct reports.
Physical Plant Maintenance
- Responsible for all aspects of building, equipment and grounds maintenance.
- Responsible for the daily functions and operations of the Physical Plant facilities and services in Perley Health's campus including the Long-Term Care facility, the two Supportive Housing buildings and the Guest House.
- Responsible for the daily prioritization of maintenance requests and their assignment.
- Coordinates delivery of service to departments in consultation with the Director, Support Services and Managers of affected areas.
- Develops and manages the campus wide preventive maintenance program establishing appropriate schedules and ensuring their implementation and completion.
- Manages departmental activities and implements changes to improve delivery of service to other departments.
- Develops departmental procedures in accordance with existing polices codes, standards, and recommended guidelines.
- Ensure that all applicable codes, standards (compliance review, accreditation, etc…), legislative and regulated requirements are met.
Plant Operations
- Responsible for the daily operation of the Power Plant and associated services.
- Responsible for the continuous, safe and effective utilization of Utilities – Electricity, Hot and cold water, Natural gas, telephone and cable.
- Responsible for the facility's engineering, maintenance and construction functions, for the operation and maintenance of the HVAC system. Verifies daily log and follows up for corrective action.
Laundry
- Manages Laundry Services; manages service contract with service provider, monitors services and ensures quality of laundry services.
- Manages the laundry services to ensure quality standards and care.
- Leads all human resources matters in the department.
Materials Management
- Manages a current electronic data base of stock inventory suppliers, pricing and terms and transactions
- Manages the Pandemic supply and inventory
- Provides cost/value comparisons for products being sourced
- Ensures that applicable product safety standards and certification are met and provided as required prior to the purchase of any item
Purchasing duties
- Recommends to the Director, the purchase of Capital equipment and maintains the facilities stock inventory.
Disaster Planning, Fire Safety and Security, Occupational Health
- Responsible for the continuous safe operation of all life safety systems (including fire alarm system, sprinkler system, fire hydrants, Nurse call system and extinguishers).
- Is a Certified worker (WSIB) and sits on the Joint Occupational Health and Safety Committee as an employer representative.
- Responsible for all aspects of the facility's access, security and key control system.
Grounds Maintenance and Parking
- Schedules and coordinates activities for maintenance and care of facility grounds and parking equipment.
- Purchases and oversees externally contracted services. In conjunction with the Support Services Coordinator responsible for the processing of cash generated by parking activities.
Organization-Wide Leadership
- The Manager Property Services, Materials Management, & Laundry participates in organization-wide planning sessions, program/service development and policy drafting.
- The Manager participates in change management and the development of new practices and procedures for Perley Health's Support Services; these must be consistent with applicable legislation and the strategic plan.
Departmental Administration
- Develops and implements budgets and cost controls for Property Services, Materials Management and Laundry. Budget is submitted to the Director for final approval.
- Screens and hires new employees. Ensures appropriate selection, training, scheduling and performance of staff.
- Completes discipline and attendance management administration.
- Completes special assignments delegated by the Director, Support Services for any Support Services functions.
Education & Experience:
- 4th class Stationary Engineer Certification.
- Post-Secondary Education in Facility Management & Plant Operation
- Knowledge of Supply Chain Management and Operation of Laundry Process'
Skills & Competencies:

- Assists Director with the budgetary process and manages the financial resources within the established budget of the Department.
- Accounting skills; ability to develop and work with budgets.
- Ability to use Microsoft Office, QHR, PMWorx, Building Automation Software Programs and Door Access Security Programs.
- Advanced overall knowledge related to the maintenance and operations of HVAC systems and auxiliary equipment including building control systems.
- Advanced knowledge of building maintenance and repair techniques.
- Knowledge of water distribution systems, electrical distribution systems.
- Knowledge of handling, storing and transporting hazardous waste.
- Ability to work well under pressure.
- Result oriented individual.
- Ability to work well independently and in a team environment.
- Good work and attendance record.
